There is clearly an attempt to equate the brutal sort of interrogation conducted by 24's character Jack Bauer with the SRA which is being portrayed as interrogation, and which is a major motive for HAVING a "war on terror" (reign of terror). In the show, Bauer almost always interrogates a crucial terror-conspirator about a "ticking bomb" situation, and he quickly escalates to techniques which are intended to force the blurt out the truth in a panic.
In real life, the captives are typically "nobodies from nowhere" who just happened to be in the wrong place at the wrong time, and know nothing about terrorist plots. The techniques used on them are intended as SRA, and to drive their captives insane, which takes a long time and naturally produces dubious results, even if they actually had someone who knew something, and intended to obtain useful information. An excellent example of the latter, and the ludicrous "justification" for charging an innocent person with being a terrorist, is the subject of How Mom sent a guy to Gitmo.
