How did Breivik know there was only one guard on island?

One of the first victims of the Utoya massacre in Norway was an off-duty police officer who had been hired by the camp directors to provide private security, it has emerged.

Why was there only one guard and how did Breivik know it? Where was the concern over "Islamic terror" and "lone wolf terror?" Such an event would be an inviting target for terrorists, obviously. Where did this nutball get his guns, and why is it that there is no way, at this late date, to prevent such wackos from getting a weapon of mass murder? Perhaps the gun store owner could strike up a conversation and see if the guy could put a coherent thought together.
