(Reuters) - Federal health officials on Monday called for voluntary home quarantine for people at the highest risk for Ebola infection but said most medical workers returning from West Africa would require daily monitoring without isolation.

This is a sane approach, as long as monitoring is strictly enforced, in contrast to the hysteria in response to the case of the healthcare worker who developed symptoms while living at large in NYC. Such hysteria is expensive and undermines our faith in our ability to know anything.
We have to stop acting as if someone who just develops symptoms was spreading the disease even before he developed symptoms. If the disease were as contagious as some speculate, we would know by now.
